If you were to send an email merge to a Contact Record with a primary and secondary email, both emails should receive the email. You'll just need to make sure you are marking the second email as 'Secondary' on the record.
On the contact record, hover over the second email and click the drop-down arrow. Select 'Mark as Secondary'
You can do this with multiple emails on the same contact record. Be aware that, although one is marked as primary and others are marked as secondary, the system treats them the same so will send the email to all email addresses marked as primary or secondary.
